The European Commission has published a proposal for a European Parliament and Council Decision adopting the "Youth for Europe III" programme (1995-1999). The programme is designed to promote the development of exchanges among young people and of youth activities in the Community. The specific aims of the programme are to: - Promote youth exchanges for young people aged 15 to 25 living in the Community; - Support projects and initiatives run by young people for young people, which allow them to play an active and acknowledged role in society and to develop their personal abilities, creativity, sense of solidarity and independence; - Allow young people to benefit from joint Community-level actions linked to the general aims of youth policy at national or Community level; - Set up cooperation between Member States and between the Commission and Member States through exchanges of experience and joint initiatives at Community level, and to support Member States in their endeavour to improve the quality of services and measures for young people, in particular through activities aimed at providing young people with information; - Promote exchanges with young people in non-member countries. Special attention will be paid to ensuring that disadvantaged young people have access to activities undertaken under the programme. There will be five main lines of action: - Intra-Community activities directly involving young people; - Youth workers; - Cooperation between Member States' structures; - Exchanges with non-member countries; - Information for young people and youth research.
