Analysis of policy instruments and identification of tools for the implementation of rational energy use and renewable energy sources in Eu candidate countries

Objective

The proposal objective is to identify and to generalize the best practices in energy-related policy concepts, the means to improve energy efficiency and increase the share of renewable energy sources in 8 EU candidate countries involved. Thus, all EU candidate countries shall be enabled to fulfil the EU accession conditions faster and easier.

Upon accession, these countries will be in the position to considerably outbid the proposed commitments of the EU (12 per cent energy savings) and to double of the share of renewable energy sources by 2010 through a reduction in high energy intensity. Thus, the overly disproportionate participation of present EU candidate countries can help to stabilize the compliance of the Kyoto commitments by the EU, similar to eastern Germany's contribution in meeting the goals of unified Germany.
