The successful implementation of photovoltaics in developing countries

The project has identified and analysed successful photovoltaic projects to determine the key elements to success. This information will create a benchmark study which can be used to help plan and implement future photovoltaic projects in developing countries, and will ensure that such projects are undertaken at minimum cost. The first step taken by the consortium, consisting of five institutes from the UK, Italy, Portugal, and Spain, was to identify photovoltaic programmes which have been successful and select those for detailed study. A common assessment approach was then devised to extract critical criteria for success or failure. The final step in the workplan involved using this information to formulate guidelines for photovoltaic project planners. It is the first time that photovoltaic projects have been evaluated in non-technical terms, and it is the first time a set of guidelines has been developed from such an assessment.
