The European Commission has published a report on the its action programme "Sustainable Mobility: Perspectives for the Future" running from 1998 to 2004 which defines the major priorities for common transport policy. One of the main goals set out in the report is research and development to improve the efficiency and sustainability of transport systems. The completion of the Single Market, safety issues, environmental protection, fair and efficient pricing and economic and social cohesion will be the main priorities of the European Commission in the coming years until 2004. According to the report, considerable progress has been made, although, in certain areas, progress has been slower than expected. This applies to the debate on the creation of fair and efficient charging for infrastructure and external costs. It also applies to the social field and to the field of external relations. Looking to the future, the efficiency of transport systems remains a fundamental objective for the competitiveness of Europe and for growth and employment. The report emphasises that this object must go hand in hand with the need to make transport environmentally friendly, safer and socially acceptable. A list has been drawn up with the major priorities for this action programme. It includes policies on the environment, the Trans-European Transport Networks (TENs), safety and preparing for the future. The last of these sets out objectives in the context of the Fifth Framework Programme for research, technological development and demonstration (RTD), for which the Commission has proposed a specific Key Action programme to carry out a number of targeted research projects.
