The European Commission has given prior information of a call for a series of studies to evaluate Community research activities, including the European research area (ERA), Euratom, the EC Framework programmes and specific research programmes for the period 1999 to 2003. The five yearly examination of research activities is a mandatory stage in the preparation of Framework programmes. It comprises an evaluation exercise whereby the achievements of past and present activities are assessed and appraised, together with the impact they have had. This exercise contributes to the transparency with which these activities are carried out and plays an important role in defining the directions to be taken by research, technological development and demonstration activities in the future. As part of its preparation for the next five yearly evaluation exercise, the Research DG intends initiating a series of studies to evaluate Community research activities to cover the period 1999 to 2003. In particular, the studies may well tackle the following aspects: analysis of the European and international context in which research policies are set, methodological aspects linked to evaluation, the collection of quantitative and qualitative data, exercises in data synthesis and analysis, case analyses and impact studies, support for follow-up and evaluation activities. A study will be able to cover one or more aspects, or all of them. The estimated budget is a maximum of 500,000 euro.
