The opinions adopted by the Economic and Social Committee at its 279th plenary session (meeting of 19 September 1990) have been published in the Official Journal. These concern, inter alia, Commission proposals for Council Decisions on specific RTD programmes (1990-1994) in the following fields: the environment; marine science and technology; life sciences and technologies for developing countries; human capital and mobility; agriculture and agro-industry. Opinions also concern three other proposals for Council Decisions: on a four-year programme (1990-1993) to develop regular official statistics on the environment; amending the European stimulation plan for economic science (SPES 1989-1992); setting up a model scheme for information on rural development initiatives and agricultural markets (MIRIAM). Further Opinions concern a proposal for a Directive on aid to shipbuilding, plus three notices to Member States laying down guidelines for operational programmes advancing initiatives towards: Transmission and distribution networks for energy (REGEN); the preparation of businesses for the single market (PRISMA); regional development of services and networks related to data communication (TELEMATIQUE). Opinions are also put forward concerning a Council Regulation on Community action to protect the environment in the Mediterranean region (MEDSPA), an action programme to promote the European audiovisual industry (MEDIA 1991-1995), a Council Recommendation on the coordinated introduction of digital European cordless telephones (DECT) in the Community, and a Directive on the frequency bands to be designated for the introduction of DECT.
