An evaluation of the FAR programme of fisheries and aquaculture research during the period 1988-1992 has been published by the European Commission. The report, an independent assessment of the programme, includes terms of reference for the evaluation of scientific and technical achievements, the quality and practical relevance of the projects, the effectiveness of the management and use of resources, the programme's benefits at Community level, its impact on national research policies and its contribution to Community policy. Overall, the Assessment Panel found that FAR had been useful in stimulating European cooperation, in giving DG XIV an overview of the institutions in Europe and in bringing in new players to European fisheries research. It had not, however, created new European teams, and had produced a low level of industry involvement. The report makes a number of recommendations for future programmes on criteria, on bilateral issues, and on objectives. Recommendations are also made on more flexible administrative procedures, on cost-effective approaches, on the relationship to and coordination of national programmes, on the size and scope of future programmes and on the dissemination of information.
