Following the opinion of the European Parliament on 19 April 1994, the European Commission has published an amended proposal for a European Parliament and Council Decision adopting the "Youth for Europe III" programme (1995-1999). The programme is designed to promote the development of exchanges among young people and of youth activities in the Community. The amended proposal stresses the need for an increased allocation of financial resources to enable the Community to carry out the necessary actions in the programme. Participation in the programme should also be opened up to the countries of Central and Eastern Europe. The importance of democracy, the position of women in society, and the needs of disadvantaged young people are particularly emphasized in the amended proposal.
