The European Commission has published the latest annual report for TEMPUS - the Trans-European Mobility Scheme for University Studies (COM(95)344 final). The report covers the period from 1 August 1993 to 31 July 1994. TEMPUS was adopted by the Council on 7 May 1990, for an initial 'pilot phase' of three years beginning on 1 July 1990. A later Council Decision extended the pilot phase for one year, until the end of June 1994. The scheme, part of the Community's PHARE and TACIS programmes, is aimed at promoting cooperation in higher education between the European Union and the countries of Central and Eastern Europe, the newly independent states of the former Soviet Union and Mongolia. This latest annual report, prepared for the Commission by the European Training Foundation, includes chapters on the following: - The development of TEMPUS 1990-1993; - Overview of TEMPUS activities 1993-1994, including: . Budget; . The establishment of national priorities and procedures for project selection; . Joint European Project (JEP) grant activities; . Individual mobility grants; . Complementary measures; . Youth exchange activities; . Monitoring activities; - PHARE country reports; - Main changes and developments in TEMPUS 1990-1994; For ease of presentation, TEMPUS (PHARE) and TEMPUS (TACIS) activities are considered separately in the overview of TEMPUS activities. A list of TEMPUS publications and statistical tables for each country are provided in the annexes.
