A report entitled "Patents as indicators of the utility of European Community R&D programmes" has been produced by the Fraunhofer Institute for Systems and Innovation Research (Karlsruhe, Germany). The report, which examines the use of patents applications in determining the value of Community research programmes, results from action taken within SPEAR (part of the Community's MONITOR programme for research evaluation). It includes a review of already existing literature on this subject, and sets out the results of sample exercises involving patent data from areas of three Community programmes: Medical and health research (AIDS, cancer and radioprotection); BRITE (laser-working, membranes); and biotechnology (agro-related).
