The final report of the APAS/ROAD 3 study, which aimed to provide a coherent evaluation of road transport projects carried out under Community research programmes, has recently been published. The study looked at projects carried out, in particular, under the EURET Transport research programme and the DRIVE II programme for road transport telematics under the Third RTD Framework Programme. APAS (promotion, accompanying and follow-up actions and other activities) constitutes a series of activities following the EURET programme (1990-1994) with the aim of contributing to the fulfilment of the Transport programme's objectives under the Fourth Framework Programme (1994-1998). The report analyses the completed projects from the perspective of evaluation in order to provide: - A recommended approach to road project evaluation, encompassing traditional and new road construction methods, and the perspective necessary to appraise other types of project; - A report analysing past experience of implementation and technology transfer, and a series of recommendations for seeking to achieve the full benefits available from wide implementation of future project results.
