Objective The main objective of the ENS Certification Centre was to provide an administrative focus for conformance testing and certification within the ENS programme. Specifically this has been addressed through the establishment of a Certification Centre in Brussels, the development and distribution of guidance documents, and liaison with users.The ENS Certification Centre has been very successful in providing a central focus for information on conformance testing and certification with Europe. Directories of IT&T Test Services and Certification Bodies and Registers of Available Test Reports and Certificates are produced quarterly. A handbook has been produced on testing and certification to be used in conjunction with the directories and registers. The ENS Certification Centre has also been instrumental in providing input or impetus to several related testing and certification issues. Notably a certification framework document has been produced and a resultant pilot certification been undertaken for MHS and FTAM through the Open Systems Testing Consortium (OSTC). Information has been passed to the EPHOS programme to assist them in establishing testing and certification guidelines. A register of EDI messages used within the ENS Programme and public administrations generally has also been generated and liaison with relevant EDI bodies has been established. With regard to telematics the ENS Certification Centre has played a valuable role within the ENS Programme. The provision of information on testing and certification has helped realise the aims of ENS through ensuring conforming and interoperable products within the established telematics networks.The technical approach employed was to build on the existing testing and certification work in Europe, since the infrastructure is already fairly well-established within Europe. The ENS Certification Centre therefore references services available under ECITC (European Committee for IT&T Testing and Certification) whilst also providing a central information source on the output of these services. In newer areas such as Certification, the ENS Certification Centre built upon existing work to establish new harmonised certification schemes.
