Objective Following a feasibility study, which showed the possibility of building a common platform for a European open learning service, functional specifications have been defined for a prototype system. These include user environment and facilities, producer environment and facilities, personal mass storage, IRM, guidance system, tutoring system, monitoring system and communications. Three Europe's telecommunication Authorities decide to pool their individual development efforts, related to distance learning system, within the framework of the DELTA Programme. They will take as starting basis the results of the work they did in the past years in order to lay the foundation for an integrated European open learning system. They will exchange knowledge and experiences, aims and projects, tools and technicians in order to maximize the results of a co-operative based activity. Studies and research will be done and immediately applied to every specific situation suitable for experimentation and theory validation. Several task will be composed, when possible, of people coming for the three proposer organizations, in order to reduce as much as possible the need of updating the partners about progress and conclusions.
