Wind Energy Local Financing

Objective

This project 'Wind Energy Local Financing' comes within the framework of major European issues that are renewable energies development and social acceptance of projects' implementation. One of the major conditions to achieve the challenge of its development is to develop harmonious projects taking into account acceptance and approval from local population for wind development on their territories. This is a guarantee for the sustainability of the project. Among criteria in favour of good acceptance, one seems to be fundamental: the population commitment in project financing. The project focus on cooperative financing schemes used in Denmark and Germany, in order to identify and define common elements replicable at European level, including too national specificities. Relations between local financing and good acceptance of the project are looked for, and conditions to implement such schemes in other European countries will be highlighted.

Description:

Whole works come with European conferences and seminars and information tools as publishing and CDrom. Objective is also to implement a website allowing financial good practices consultations and doing first economical assessment for wind projects. This website will take a census of "popular financing" stakeholders in order to facilitate their relations and will be the first stage to a European network specialised on "popular financing". Proposed actions will supply the lack of common approach regarding "popular financing". Concrete goals, after assessment of national frames on this issue, are to work together in order to exchange experiences regarding "popular financing mechanisms" and by this way to allow good practices replication. Indeed, the involvement of local protagonists is highly important for future development of wind installations and their role in the field of sustainable development is vital. Undertaking work collectively will enable full benefit to be derived from existing experiences and help to consolidate public involvement in wind energy development.

Intermediate objectives of the proposed action are:
- identify current practices for local financing (financial aspects);
- identify the conditions allowing their use and their success (legal aspects);
- identify how these practices can be applied in other countries, which barriers have to be removed;
- identify the corresponding organisational structure, which can support the financing tool (juridical aspects).

Moreover, the project will complement European Community actions as:
- providing favourable market frameworks for RES;
- promoting exchange of experience and know-how. Regarding citizen needs the website will offer concrete information as follow:
- wind project information;
- "popular" financing channels identification;
- legal information.
Main short term benefit action will be link to the national workshops, European Seminar and website implementation. These European workshops will constitute the first European events in the field of new financing actions. "Popular" financing schemes will help also to create new market opportunities like funds raising and funds managing. Even if it seems difficult to make an estimation of wind energy growth directly link to the action we can consider that this action will help strongly the wind energy increasing most particularly in European Southern countries. Moreover the proposal will address Community objective through strengthening sustainable communities.
