A Commission Decision of 7 December 1993 established a general consultative forum on the environment (93/701/EEC). It defined the structure and the range of activities of the forum, which will be consulted by the Commission on any problem relating to the European Union's environment policy. Chaired by a member of the Commission, the forum consists of figures from the sectors of production, the business world, regional and local authorities, professional associations, unions and environmental protection and consumer organizations. A first meeting of the new body took place on 13 January 1994. The agenda included environmental aspects of the Commission's White Paper on Growth, Competitiveness and Employment, in particular the proposed model of sustainable development (Chapter 10 of the White Paper, COM(93) 700).
