At its 287 plenary session of May 1991 the Economic and Social Committee adopted, inter alia, Opinions on the Commission proposals for the following RTD-related Council legislation: A Regulation establishing NORSPA (OJ No C 21 of 29.1.1991); a Regulation establishing a financial instrument for the environment (LIFE) (OJ No C 44 of 20.2.1991); a Decision adopting a plan of action in the framework of the 1991-1993 Europe against AIDS programme (OJ No C 13 of 19.1.1991); a Decision concerning the establishment of a network of high-speed trains (OJ No C 51 of 27.2.1991); a Directive on requirements for improving safety and health protection of workers in the extractive industries (OJ No C 32 of 7.2.1991); a Decision setting up a programme of options specific to the remote and insular nature of the Canary Islands (POSEICAN) (OJ No C 67 of 15.3.1991) and a similar Decision specific to Madeira and the Azores (POSEIMA) (OJ No C 81 of 26.3.1991).
