RTD programme in measurements and testing (1990 to 1994)
An amended proposal for a Council Decision adopting a specific research and technological development programme in the field of measurements and testing, 1990 to 1994 (COM(91) 503), amends an initial Commission proposal (COM(90) 157 of 28.5.1990). The amended proposal is presented in full and areas of the text which have been amended are not marked. In the context of the third Framework programme, the proposed RTD programme aims to achieve better harmonization of measuring, analytical and testing methods. Hence, advances must be made in measurements, testing techniques and chemical analysis where these are not sufficiently accurate (and therefore laboratories cannot mutually agree on their results) or where methods do not satisfy the new challenges in industry, monitoring of the environment, food quality, and health. Research will be closely connected to the requirements of the internal market. To these ends, the programme's scientific and technical objectives embrace four Areas: Support to Regulations and Directives; sectoral testing problems; common means of calibration for the Community; the development of new methods of measurement. Overall funds estimated as necessary for programme execution amount to ECU 47.52 million, plus ECU 0.48 million earmarked as a contribution from the programme to the centralized scheme for the dissemination and exploitation of results.
