The European Commission, DG XII, has published a report entitled "Evaluation of the MONITOR programme". MONITOR is the Community programme in the field of strategic analysis, forecasting and evaluation in the area of research and technology. The objective of the MONITOR programme is to undertake strategic analyses of scientific and technological development and to investigate the prospects for change. It is also designed to improve the methodologies for evaluating the RTD programmes with a view to identifying new directions and priorities for Community policy and showing more clearly the relationship between RTD and other Community policies. The evaluation report concludes that the MONITOR programme has been a good mechanism for developing prospective and strategic evaluations of the relationships between science, technology, economy and society. The report also recommends the coordination, collaboration and even integration of the different forecasting and evaluation activities carried out within the framework of the European Community, including those dependent on DG XII and DG XIII, such as the CORDIS databases under the VALUE programme.
