Consolidation of the operational structure of the Passys test sites and the Passys test procedures

Objective

PASLINK aims to consolidate the results of the PASSYS project (JOUE-CT90-0022) by creating a formal link between the test centres themselves and by linking the research results to practice oriented applications for industry and the building community in general.
The activities should result in the following products :
- Updated and refined scientific procedures
- Updated and extended quality assurance procedures, recorded in manuals and verified by an external visiting expert.
- Reports showing the quality level obtained at the PASSYS test-sites with respect to the measurements and to the identification of various performance indices.
- A formal network between the test-centres as a European Economic Interest Group guaranteeing the continuity of the quality assurance policy, the quality requirements for joining and a common representation towards the building community.

Scientific procedures were updated and differences between the measurements performed at different test centres were identified and the discrepancies removed. The test cells were upgraded during the project and this resulted in increased precision and decreased testing times. The formal network guarantees the continuity of the quality assurance policy in the long- term. The quality requirements for joining the EEIG have been defined and regular checks will be performed to ensure that the high quality of measurements continues after the project has been completed.
The activities are organized in three task areas :

1. Comparative testing on a number of carefully designed test components. The PASSYS test procedure will be refined and further developed in order to guarantee the comparability of the results. Other thermal and solar testing applications of the PASSYS test cells which may offer interesting opportunities to the building industry will be developed as well.

2. Quality assurance procedures: The procedures developed in PASSYS are to be improved and refined into effective strategies for quality assurance. This implies:

- the improvement of quality manuels in which the quality assurance policy is extensively detailed into operation procedures;

- a control visit of all the test sites to be done by an expert from an official accreditation body in order to verify the application of identical procedures at all test sites.

The implementation of these procedures at all test sites will lead to more confidence in the outcome of the tests as well as to a positive image towards potential users.

3. Creation of a formal network: In order to have a reasonable guarantee that all centres apply the same high quality procedures and that other organizations start the work according the
procedures, a formal link between the test centres will be set up by a creating a legal body, such as a European Economic Interest Grouping.

In order to secure the future of the test sites it is essential to establish contacts with Industry and standardization. This is a permanent action for which all participants are responsible.

The research activities should result in the following final products :
- Updated and refined scientific procedures

- Updated and extended quality assurance procedures, recorded in a series of manuals and verified by an external visiting expert
- Several reports showing the level or quality obtained at the PASSYS test sites with respect to the measurements itself and the
identification of various performance indices.

- Formal network between the test centres (EEIG) guaranteeing the continuity of the Quality Assurance Policy. The quality requirements for joining and a common representation towards the building community.
