Reversible and flexible measures for energy saving in transportation management

Various actions could be started in organisation and management of the transportation system via reversible and flexible measures in order to obtain energy efficiency in the transport sector. The project aims to demonstrate the possibility of saving energy by transport system rationalisation with combined and integrated actions on traffic and mobility. The main objectives are the following: review and investigate the technological options and the international experiences in the transport sector regarding energy efficiency; devise a common analytical framework for assessing and evaluating different mix of measures; enable a comparison, in terms of economical efficiency, environmental quality and social equity, of reversible and flexible measures to support the public manager in urban planning choices; define policy implication for energy saving related to 'soft' interventions on traffic and mobility; facilitate ongoing communication between EU Member States and East Europe Countries.

Several research activities have been and are being carried out throughout Europe in the fields of traffic flows rationalisation and transport systems redesign in order to reduce energy consumption and atmospheric and acoustic pollution. The main objective of the project is to accomplish a thorough survey of the previous and present research activities carried out by European institutions, to set a common framework for the assessment of their results, analysing in depth the reasons of success and the causes of failure and, finally, to draw guidelines for future implementations having better chances to succeed, thanks to a deeper understanding of the problems that arose during similar experiences. A review activity will take place at first, with the purpose of identifying the peculiarities of the technical solutions to be applied for a large number of measures of transport rationalisation and control and, at the same time, of highlighting the relevant issues arising from completed and ongoing experiences. It will gather all the data needed for the subsequent tasks, giving an accurate definition of the state of the art in this field. The results produced in the review phase will be analysed with two main objectives: to draw suggestions about the pre-conditions of success (and the risks of failure) when undertaking such a kind of projects in different European contexts; to devise the common aspects of numerous experiences in order to set a framework for the interpretation of their results under different circumstances. The standardisation activity carried out during this phase will serve as the main input for the development of an evaluation framework to be used by Public Administrations for the assessment and selection of different options, during the implementation of transport rationalisation measures. Finally, the implications of such findings on the energy and transports policy will be analysed. The project aims at creating an evaluation procedure, which could be used by European Public Administrations for planning urban mobility in order to achieve energy saving and pollution reduction. Therefore, the project's main result is a full and reproducible procedure for ex ante evaluation of planning choices to be made inside municipal administrations.
A further result will be a common interpretation framework for the analysis of the possible consequences of different kinds of measures under different circumstances. The main advantages of a common analytical framework are: the high standardisation, which allows results comparisons among the various cities that will use the project's results, and a quick transfer of urban planning experiences from a city to the others; the simplicity of gathering and exchanging the data (information referring to the territorial analysis and the demand analysis are usually available with the technical offices of public administrations).
Guidelines will also be produced with respect to the strong and weak points of the reviewed experiences, in order to provide an understanding of the pre-conditions of success when trying to implement the described solutions, especially concerning the social acceptability of the interventions, and of the policy implications to enhance the chances of success. The project is structured in seven Work Packages, linked each other:

The project's development will lead to an evaluation methodology of urban mobility regulation interventions, applicable to a large number of European Public Administrations, which will have the advantage of considering the broad set of effects brought about by such a kind of projects in an integrated way.
