Trial of the Eurovet Animal Identification and Veterinary Surveillance System

Objectif

The project is highly relevant and topical for all Member States, Associated Countries and Third States, as none yet has an EU approved integrated veterinary surveillance system and recent crises have highlighted the need to control animal diseases, protect public health and prevent fraud. The purpose of the project is to promote the take-up of the Eurovet animal identification, herd registration, movement control, animal health surveillance and public health monitoring system; in order to upgrade the standard of existing systems in compliance with EU legislation. This purpose will be realised by a hands-on trial in regions of Estonia, Iceland, Latvia and Lithuania; and will involve the transfer of technology, together with technical assistance on customisation, implementation and improvement of the complete system surrounding the central database. A replicable model will be produced for wider dissemination.

OBJECTIVES
The overall aim is to establish a veterinary surveillance system to prevent and control outbreaks of animal disease, protect public health and minimise fraud. Crises on the scale of BSE, foot-and-mouth, Classical Swine Fever or Dioxin must be prevented from occurring again. The project will: - provide a tool for effective animal movement control, tracking and tracing, veterinary surveillance, public health monitoring and fraud prevention; - implement a live, hands-on trial of the Eurovet system in four countries; - demonstrate the Eurovet system to promote its wider uptake and assist administrations in Associated Countries, Member States and Third Countries to implement EU legislation and policies;- advise and manage user-friendly customisation and integration of the Eurovet database with manual operational procedures;- provide a replicable model and dissemination plan for wider exploitation.

DESCRIPTION OF WORK
SCIENTIFIC/TECHNOLOGICAL QUALITY AND INNOVATION The trial focuses on the key action objectives for take-up of leading technologies and upgrading the scope and standards of existing systems. The innovative aspects of the project involve both the application of new operational practices and the introduction of the Eurovet database. The trial implementation of Eurovet under hands-on live conditions is the ideal way to improve procedures and assist the successful uptake of the system. Eurovet is the definitive pan-European system and represents the state-of-the-art technology. COMMUNITY ADDED VALUE AND CONTRIBUTION TO EU POLICIESCurrent practices are inadequate in all Member States, Associated Countries and Third States - none meet EU standards or policy objectives for computerised surveillance systems; recent animal and public health crises (BSE, foot-and-mouth, Classical Swine Fever, Dioxin) have highlighted the need for improved controls. The trial addresses the issues of food safety and animal health control at national and European level and will demonstrate benefits for the whole community. CONTRIBUTION TO COMMUNITY SOCIAL OBJECTIVES - QUALITY OF LIFE The trial will demonstrate how effective veterinary surveillance contributes to animal health and welfare, food safety, preservation of the environment (e.g. residue monitoring, disinfectant use) and rural employment (from improved output and food quality). ECONOMIC DEVELOPMENT AND SCIENTIFIC AND TECHNOLOGICAL PROSPECTS Eurovet will contribute to higher value animal products, consumer confidence in food safety, reduced trade barriers, reduced losses from animal disease, more efficient production, reduced fraud, rural employment, and the environment. RESOURCES, PARTNERSHIP AND MANAGEMENT Strong and balanced consortium and capable project team with experience of animal identification projects in Associated Countries and Member States. All team members have worked with other team members.
