Creating Local Government Enthusiasm for Renewable Energy

Objective

1. To provide relevant and easily accessible information about renewable energy to Local Governments;
2. To encourage Local Governments to join the Campaign for Take-Off and make local plans, and provide them with the means to do so;
3. To engender a significant increase in the implementation of RES on a local level;
4. To enable local planning authorities to gain a greater understanding of the real planning issues associated with RES and hence be able to make more informed decisions;
5. To complement and build upon the large amount of work which is already being done by Local Governments in the area of energy efficiency;
6. To provide a means for the small number of Local Governments that have RES experience to share their knowledge.

Description:

The main focus of the project will be a series of presentations at appropriate Local Government forums in each of the five participating countries. These will be an opportunity to talk to appropriate people and provide them with the information they need. There will also be opportunities for asking questions and for discussions. The aim will be to produce a presentation format which is interesting and engaging to enthuse Local Governments and ensure that more RES projects are implemented. At the end of the presentation attendees should have a good basic knowledge of RES, and access to all further information they are likely to require.

Significant emphasis will also be placed on reviewing existing information and extracting the best and most relevant information for use by Local Governments. This will be in the first 3 phases of the project where reviews will be carried out of existing Local Government projects and existing planning guidance, and case studies will be developed. Preparation of the presentation material and supporting documentation (in the form of clear, concise, engaging, high quality brochures) will follow. After the presentations themselves, all information will be made available through appropriate channels that Local Governments access on a regular basis, for example websites and energy advisory services.

1. A review of Local Government renewable energy projects in 5 countries;
2. A review of existing planning guidance in 5 countries;
3. Six case studies, covering different renewable technologies, replicated in national languages;
4. Powerpoint presentation, versions for 5 countries;
5. Summary documentation covering Local Government renewable projects and planning guidance, replicated in national languages;
6. A web site giving access to the project results and links and contacts for further information on renewable energy (to be used on existing Local Government and renewables websites).

The following direct results will be achieved by the end of the project:
1. Presentations at key Local Governments events in 5 countries;
2. A greater awareness of and knowledge about renewable energy in Local Governments.
