The European Parliament and the Council have published Decision No 818/95/EC of 14 March 1995 adopting the third phase of the YOUTH FOR EUROPE programme which will run for the period 1995-1999. The budget of ECU 126 million represents almost double the EU's investment on the previous YOUTH FOR EUROPE II programme (1992-1994). The programme will operate outside school and university structures and will co-finance the following activities: - Youth exchanges and mobility; - Activities of youth leaders and educators (training, placements, seminars in other Member States); - Cooperation between State-run or non-governmental structures responsible for youth affairs within the Member States, through practical placements, study visits, conferences, etc.; - Youth exchanges with third countries; - Information for young people and studies on issues affecting young people. Special attention will be paid to ensuring that disadvantaged young people have access to activities run under the programme and to improving the quality of the projects undertaken for this group.
