A Resolution of the European Parliament, dated 12 July 1991, concerns the creation of an effective system for the dissemination and exploitation of the results of Community scientific research. Resolution A 3-0188/91, having regard, inter alia, to Parliament's previously published opinions and decisions on the VALUE, SPRINT and STRIDE programmes, states that "there is a major imbalance between the amount assigned to the Third Framework Programme for RTD (1990-1994) of ECU 5.7 billion and the 57 million for the centralized action of dissemination" Inter alia the Parliament considers that: RTD activities embody tremendous potential for economic development and reinforcement of the cohesion of the Member States; dissemination and exploitation have a major role to play in improving competitiveness; there is an excessive disproportion between the level of Community-sponsored R&D activity and the effort, both substantive and financial, to disseminate and exploit the results of this activity; such Community action should be coordinated centrally, including a presence in Brussels, but respecting subsidiarity by the use of existing relay points and technology transfer networks and by assisting their formation where these do not exist; participants in Community sponsored research action should have a legal responsibility to disseminate programme results. The European Parliament therefore calls on the Commission to: Prepare a strategy paper on dissemination and exploitation; make proposals for the use of professional agencies with marketing technology experience or experience in obtaining editorial publicity in technical journals; bring to full operation the CORDIS databases, which should be wide in coverage and easily usable by industrial companies and participants in Community research; make proposals on loans or venture capital to support SMEs using Community research results; and put in place a monitoring system to measure the impact of R&D programmes.
