The European Commission has adopted a proposal to open the Community programmes in the fields of education, training and youth to participants from Poland and the Slovak Republic. The proposals have first to be adopted by the Council, before a final decision on participation is taken by the Association Councils, in which Ministers from, respectively Poland and the Slovak Republic, meet with their counterparts from the EU Member States. Under the proposals, Polish or Slovak entities could participate in activities funded by the SOCRATES, LEONARDO DA VINCI and "Youth for Europe" programmes on, in principle, the same terms as EU entities. Poland and the Slovak Republic will each make a financial contribution to the budgets of the programmes. A minimum number of Community participants in any given project will be set, in order to ensure that the activities of the programmes maintain a Community dimension. The Commission has previously adopted proposals concerning the participation of other applicant countries in programmes in this field.
