In its sitting of 20 February 1991 the European Parliament rejected the Commission proposal for a Council Decision (COM(90) 179, published in OJ No C 155 of 26.6.1990) amending Decision 89/118/EEC on a European Stimulation Plan for Economic Science, 1989-1992 (SPES). The President made it clear that the committee responsible, the Energy Committee, had recommended rejecting the proposal. Mr. Ripa di Meana, Member of the Commission, said that any decision regarding withdrawal of the proposal would have to be taken by the Commission as a collegiate body. The matter was therefore referred back to the committee responsible.
