A proposal for a Council Decision establishing a third Community action programme to assist disabled people: HELIOS II (1992 to 1996) (COM(91) 350), was submitted by the Commission on 8 October 1991. Objectives comprise: (a) Promotion of a comprehensive Community integration policy based on the best innovative and effective experience and practice in the Member States; (b) Identification of innovation approaches and measures to improve the convergence and coordination of actions under the first objective; (c) Continued development of exchange and information activities usefully contributing to the above; (d) Cooperation with the European non-governmental organizations. Specific measures to attain these objectives include: Community networks for innovative local integration and exchange activities (AILE); a computerized documentation and information system for the disabled and their professional helpers (HANDYNET), also intended to stimulate research into and production of technical aids via an inventory of applied research; information campaigns; cooperation with non- governmental organizations; special training measures; special themes; programmes and initiatives directly concerning disabled people; studies and technical assistance. Inter alia, particular attention will be given to the role of new technologies in the integration of disabled people. The programme is to be established for the period 1 January 1992 to 31 December 1996.
