Council Decision 89/657/EEC of 18.12.1989 adopting the EUROTECNET programme for the promotion of innovation in vocational training resulting from technological change requires that an objective external assessment of the programme be carried out in two phases. Nongovernmental organizations with the necessary competence are invited to submit tenders for this purpose. A first report, focusing on implementation, will be due on 31.3.1992. A second report, analyzing the impact of the programme, must be completed by 31.1.1994. The organization contracted will be expected to play a permanent accompanying assessment role during the entire duration of the programme.Specific terms of reference can be obtained from: Mr. T.
