The European Commission, DG XI, has published an invitation to tender concerning the promotion of representative European organizations working in the field of the environment and animal protection. The activities of eligible organizations may cover all or part of the Member States, as well as the countries of Central and Eastern Europe or neighbouring countries of the Mediterranean. Financial support will be awarded in relation to operating costs inherent in the sound progress of the activities anticipated within the annual programme of the organizations in question. The allocation of funds must be in line with the logic and priorities established within the fifth Community programme of policy and action in relation to the environment and sustainable development (1993-2000) (OJ No C 138 of 17.5.1993. The Commission will only take into account propositions coming from associations: - Which have an independent legal status; - Which represent an associative movement (NGO); - Which are non-profit making; - Which have an administrative and financial management structure; - Of which the principle activity consists in working towards the protection of the environment as defined in the fifth action programme; - Of which the financial resources are not exclusively made up of subsidies from European institutions; - Of which the interests and activities cover at least three of the States mentioned above. Requests for financing will be selected on the basis of the following criteria: - The importance (given its structure and affiliates) of the multiplier effect of the association, especially within the Union; - The scope and geographical cover of the associations' activities on a European scale; - The capacity to promote dialogue and cooperation between the partners identified in the fifth Community environment programme (NGOs, small and medium-sized enterprises, local and regional authorities, etc.) with a view to stimulating lasting behavioural change among the actors concerned; - The scope and representativity of the associative movement in question; - The capacity to favour a multi-sectoral approach to the environment; - The quality of cooperation and dialogue between the association and its members through a regular exchange of information; - The will and efficiency to promote the cooperation of member associations with a view to a shared action in relation to information and awareness of the environment on a European scale; - The capacity to demonstrate the financial feasibility of the annual programme of activities by means of a realistic, reasonable and balanced budget; - The commitment to make known as broadly as possible the fifth Community environment programme. Financial support awarded by the Commission within the framework of this invitation to tender may not exceed 30% of the normal annual expenditure of the organization in question, up to a maximum of ECU 60,000. Owing to the fact that, as a general rule, requests for financing greatly exceed the available credits, very strict selection criteria will be applicable. In addition, any decisions taken will concern the year 1996 only and involve no commitment for the following years.
