External costs of fuel cycles

Objective

This project is part of the general project which is led in parallel with a joint programme of the US Department of Energy. It has the objective to create an unified conceptual design for quantifying the various external costs associated with the production and consumption of energy from different fuel sources. This particular project focuses on the nuclear cycle in France.

The project wil cover the chain of environmental causes and effects from the emissions, or other burden which is produced by the nuclear energy system through to the costs of the damage produced. Nuclear cycle accounting framework includes actions related to:

1.The definition, implementation and demonstration of the accounting framework.

1.1 Identification and description of the installations. (Reference technologies).
1.2 Technical description of the different stages in the nuclear fuel cycle.
1.3 Identifying the resulting impacts on health and environment.
1.4 Idenfication of the external costs.

2. The evaluation of impacts and costs:

2.1 Radioactive release associated with normal operations of installations.
2.2 Assessment of physical impacts in the occupational domain.
2.3 Assessment of risks of the radioactive materials transportation.
2.4 Impacts of radioactive waste disposal.
2.5 Health and environmental consequences of a major nuclear accident.
2.6 Monteary valuation of health and environmental impacts.

3. Integration and presentation of the results.
3.1 Integration and tests.
3.2 Sensivity analysis.
3.3 Synthesis.
3.4 Information support
