Amended NORSPA proposal
An amended proposal (COM(91) 354) for a Council Regulation (EEC) on a specific action to protect the environment in the coastal areas and coastal waters of the Irish Sea, North Sea, Baltic Sea and North-East Atlantic Ocean (NORSPA), submitted on 30 September 1991, modifies the Commission's initial proposal (COM(90) 498, OJ No C 21 of 29.1.1991) inter alia to make reference to: Reduction of pollution from factories, towns and agricultural chemicals; employment of the Community Structural funds; maximum publicity for measures; the use of clean or low-emission technologies; definition of coastal areas and waters; the inclusion as priority measures of reduction and prevention of nutrient inputs in coastal areas, and application of emission standards to diffuse-, as well as point-, sources. The estimated amount of Community expenditure, originally set at ECU 10 million, is increased to ECU 16.5 million for the first two years of implementation.
