Amended proposal for a Council Regulation: LIFE
An amendment proposal (COM(91) 362) for a Council Regulation (EEC) establishing a financial instrument for the environment (LIFE), incorporates 38 of the amendments adopted by the European Parliament on reading the initial proposal (COM(91) 28), while 11 are refused. Inter alia, the Recitals make reference to "The expansion of LIFE into a full financial instrument as the absolute prerequisite, and perhaps the last opportunity, for the development of a European environmental policy which can deal effectively with the Community's immense environmental problems." A number of Articles are considerably amended, particularly by additional text concerning objectives, priorities, financing methods and monitoring.
