The Council of Ministers of the European Union adopted a Decision extending the TEMPUS II programme by two years on 21 November 1996. The TEMPUS programme for trans-European cooperation in higher education was originally launched in 1990, with a number of Central and Eastern European countries participating. The second phase, TEMPUS II, started in 1994, and extends to the New Independent States of the former Soviet Union as well as the Central and Eastern European countries. Funding for the TEMPUS programme comes from the Community's PHARE and TACIS technical assistance programmes for these countries, and from their governments. The Council Decision will prolong the second phase of TEMPUS by two years. It will now run until 30 June 2000.
