After three years of intensive work done and two years to come, PREMIERE has just past the horizon of its lifetime. The consortium worked with the extensive and diverse network of relevant AKIS actors and stakeholders mobilised in the early phase of the project. The stakeholder engagement plan was implemented and adjusted to activities planned for year 2 and 3 of PREMIERE. The four ‘Macro-Regional Advisory Panels’ covering all 27 EU MS held biannual online workshops that included information, consultation and co-creation with the relevant stakeholders. The PREMIERE LinkedIn 100+ Club has grown for beyond 100 members and facilitated exchanges about opportunities and challenges to develop a Horizon multi-actor project proposal. In total, three marketplace and brokerage events were held online and substantial input was provided to the brokerage events held by the EU CAP network and the NCP network (CARE4Bio).
During the three years, project partners worked closely with the Policy Officers from DG-AGRI to support effective programming and proposal evaluation related to the Multi-Actor Approach (MAA). In total, three policy focus groups to develop recommendations for more effective programming, implementation and evaluation of the MAA were held. This included the analysis on how to enhance the involvement of EIP-AGRI OG members in Horizon multi-actor consortia. This study of enabling factors for newcomers from small producer or rural organisations fed into policy briefs and practice recommendations.
The collection of information, legal know-how and tips and tricks from MAA experts collected in the first project phase laid the foundation for the MAA proposal pathways showing different ‘journeys’ from Info Day to final submission. Moreover, PREMIERE factsheets, toolsheets, a series of six webinars and 27 Practice Abstracts were drafted. MAA testimony videos and podcasts help newcomers, proposal experts and support service providers to improve their application process for a multi-actor project. The PREMIERE toolbox is an online repository of tools facilitating the implementation of the MAA in proposal development accessible via
https://toolbox.premiere-multiactor.eu/(opens in new window). It provides a comprehensive, curated collection of high-quality tools, guidelines, and resources tailored specifically for MAA projects. From a total of 1,400 tools, the team selected 110 tools, which meet three constraints: (1) they must be available in English, (2) be free to use (at least their core functionality), and (3) be understandable within 30 minutes. The toolbox also include two PREMIERE tools: The Consortium Builder and the MAMY – Multi-Actor siMulation plaY. The Consortium Builder helps to keep the overview when inviting additional partners to the proposal consortium, while the MAMY workshop provides participants with a real-life learning experience highlighting good practices for Multi-Actor proposal preparation. This play was offered online and face-to-face at NCP trainings or self-organised events on the national level. Furthermore, the work on the PREMIERE Serious Game continued. Draft minigames are available for testing. All output is accessible from the PREMIERE Online Academy, the project’s free online learning space.
PREMIERE is a Multi-Actor project itself whilst its content work focuses on improving the Multi-Actor Approach in new projects with mandatory MAA requirements. The PREMIERE consortium practices this approach in its day-to-day work, and applies various participatory methods to ensure co-creation for innovation, and by doing so, tests the tools, tips and tricks recommended to others. Regular self-assessment ensures critical reflection and the ongoing improvement of the co-design work of the consortium.
