Deliverables
Report covering mapping of Ukrainian stakeholders, including national and local government entities, community organisations, businesses and other actors. It will gather their interests, concerns and potential influence on climate neutrality targets in a post-war context.
Technical report on the frontrunners needs (opens in new window)Report identifying community and built environment needs of frontrunner cities based on readily available information and data. This will include reviewing existing strategies and plans, identifying specific infrastructure, building and community needs and linking this to climate targets and emerging strategies.
CB Planning and methodology (opens in new window)Report detailing the capacity building programme's design and methodology. The capacity building programme will be co-designed to support frontrunner cities to develop the skills and expertise needed to develop and implement their climate neutrality plans.
Report on provisional climate neutrality targets & gap to target (opens in new window)Report covering work with FRCs to set targets for climate neutrality based on available data sets and estimates on post-war emissions profiles. Gap target will be quantified for each FRC.
Communication and Dissemination Strategy (opens in new window)The strategy will outline target audiences, key messages, channels and KPIs. It will be updated in M12 and M36 to reflect new information (e.g. needs assessment) and changes to the situation in Ukraine.
Guide on funding and financing for Ukrainian cities (opens in new window)Guidance based on a desk review of the funding and public finance available, including technical assistance, to Ukrainian cities to implement climate neutrality plans. Interviews with funders will also be conducted for further detailed input.
