Objective
The AI Factory Antenna – Latvia (AIFA-LAT) is a national initiative aimed at establishing a coordinated, high-performance platform for the development, integration, and practical deployment of artificial intelligence (AI) technologies in Latvia. It is designed to strengthen the country’s AI innovation infrastructure by creating a technologically robust, modular, and scalable system that supports research, experimentation, and adoption of AI across key sectors of the economy, academia and public administration.
AIFA-LAT will function as an interface between AI research, technical capability development, and applied innovation, accelerating Latvia’s progress toward a more competitive and data-driven economy. The initiative builds on existing national strengths in ICT, engineering, and data science, while aligning with European strategic priorities such as the Coordinated Plan on AI, the AI Act, and the Digital Europe Programme.
The conceptual framework of AIFA-LAT is based on:
● Innovation system theory, which views AI advancement as a product of coordinated activity between knowledge producers, technology developers, and institutional enablers;
● Technological infrastructure models, focusing on AI-as-a-service capabilities, data pipelines, HPC integration, and interoperability;
● AI governance and readiness frameworks, such as those developed by the OECD and the European Commission, which provide structures for ensuring effective and responsible deployment.
AIFA-LAT will serve several core functions that are critical for advancing Latvia’s position in AI technology development and deployment.
