26-28 XKIC Regional Innovation Internationalisation (RII)

Objective

The Cross-KIC Regional Innovation and Internationalisation (RI&I) Cluster unites two flagship initiatives, launched in 2018: Strategic Regional Innovations (SRI) and Global Outreach (GO), into one coherent framework. This integration tackles Europe’s dual innovation gap: disparities between leading and emerging EU regions, and Europe’s weaker position compared to global innovation hubs. Aligned with the EIT Strategic Innovation Agenda 2021–2027, EU Cohesion Policy, and the Global Gateway, the RI&I Cluster strengthens the EIT’s contribution to the European Green Deal, Digital Europe, and science diplomacy. It enhances efficiency by reducing duplication, pooling resources across EIT Knowledge and Innovation Communities (EIT KICs), and providing a single-entry point for regions and global partners. The Cluster’s overall goal is to boost Europe’s innovation capacity, global competitiveness, and strategic autonomy.

It aims to:

Bridge regional divides through 27 Community Hubs in RIS-eligible and outermost regions, and pilot the Regional Innovation Booster in four Member States by 2028.

Foster cross-KIC collaboration with joint calls, shared platforms, and integrated programmes.

Strengthen EIT’s global presence through hubs in Israel and the UK, new priority markets (e.g. India), and support to the Choose Europe initiative.

Develop talent and capacity via entrepreneurship training, deep tech and leadership programmes, and gender mainstreaming.

Support scaling and market access by linking start-ups with finance, ecosystems, and global value chains.

Advance EU policy objectives by acting as an operational arm for innovation policy, mainstreaming SDGs, climate resilience, and inclusiveness.

The Cluster applies the Knowledge Triangle Integration “Plus” model, draws on lessons from 2023–2025, and uses a scalable, modular approach adaptable to diverse regions. Unlike individual EIT KIC activities, it ensures geographic inclusiveness, ecosystem
