Objective
WINDWIN enables sustainable, large‑scale offshore wind (OW) deployment by improving understanding of cumulative environmental impacts at basin scale and developing solutions that support net‑positive outcomes. The project addresses Work Programme priorities on minimising OW impacts through coordinated disturbance mapping, monitoring, modelling, and targeted technology development.
WINDWIN pursues three objectives: (1) understand and quantify disturbances and cumulative impacts from local to basin scales; (2) deliver integrated tools for cumulative impact assessment to support marine spatial planning and low‑impact OW energy; and (3) develop and demonstrate monitoring and mitigation technologies for net‑positive OW energy.
The project maps lifecycle disturbances, identifies impacts and opportunities for net‑positive outcomes, and analyses how disturbances propagate through physical and ecological systems. Site‑specific impacts are assessed by linking disturbance characteristics to benthic and pelagic responses. These findings feed into basin‑scale cumulative analyses that integrate OW with other maritime activities. The work is grounded in field monitoring in the North and Baltic Seas, including surveys and acoustic telemetry. A unified data architecture ensures integration into EMODnet and the Digital Twin Ocean.
Mitigation advances two paths: designing and validating nature‑inclusive concrete foundation surfaces to enhance reef effects and biodiversity, and progressing noiseless foundation installation to TRL 5 in layered sediments to reduce acoustic emissions. These developments are supported by guidelines for monitoring and impact assessment that inform environmental legislation and marine spatial planning.
Expected results include improved monitoring and assessment methods, cumulative impact assessment tools, and validated nature‑inclusive solutions. Beneficiaries include scientists, regulators, authorities, OW developers, NGOs, and policymakers.

Net EU financial contribution. The sum of money that the participant receives, deducted by the EU contribution to its linked third party. It considers the distribution of the EU financial contribution between direct beneficiaries of the project and other types of participants, like third-party participants.
