Smart and PROgrammable Substation Ecosystems for Resilient Distribution GRIDs

Objective

"GRID-PRO addresses the critical bottleneck of the energy transition by transforming distribution substations from passive assets into programmable, intelligent cyber-physical hubs. The project brings together a 24-partner consortium, including 7 DSOs and 5 TSOs, technology providers and research organisations across Europe, to achieve 9 SMART objectives, driving a maturation pathway to TRL8 across four complementary demonstration environments. The project will demonstrate enhanced real-time grid observability, controllability, flexibility and resilience, enabling the safe integration of high shares of Distributed Energy Resources through the following pilots:
1. Italian Pilot: Hybrid AC/DC Smart Substation for LV Grid Resilience.
2. German Pilot: Breaking data silos for computable grids using Digital Twin.
3. Greek Pilot: Market-aware dynamic constraint management for BESS integration.
4. South-East Europe Cluster (9 Pilots): Vendor-agnostic Digital Twin Platform, TSO-DSO coordination and AI-driven grid resilience.
At the core of the project lies the Smart Substation Ecosystem (SSE), which is based on an innovative, vendor-agnostic Digital Twin Platform, starting at TRL 7 and acting as the operational ""brain."" Furthermore, enhanced by the integration of SCADA, OT, GIS, ERP, and market data, the SSE establishes a 'Single-Source-of-Truth' consistent with the SGAM-approach, transforming fragmented silos into real-time intelligence for automated control and grid-forming resilience.
GRID-PRO advances the state-of-the-art through 10 Innovation Actions (IA), covering Deep Observability and Control, AI-Driven Logic, Cyber-Resilience and Hybrid, Market-aware Infrastructures, that will culminate in a comprehensive European Integration Blueprint and replication toolkit for the programmable, digital, Smart Substation Ecosystem, addressing also non-technical barriers to ensure the project’s innovations are ready for large-scale deployment across European power systems."
