Objective
The process of stabilization and recovering of the Western Balkan Countries (WBC) is facing serious energy sector concerns related to security of supply, social affordability and environment protection. The proposed ACCENT project focuses on the alleviatio n of these problems through expansion of the use of biomass for energy purposes.Key objectives: To develop cost competitive and environmentally friendly solutions for small and medium-scale biomass fuels production, distribution and use in the residential sector and SMEs. Scope of work:Analyses of the feasibility of biomass fuels use expansion in the residential sector and SMEs and proposals of most adequate for the WBC solutions, reflecting the best international experience;Identification of political, reg ulatory and financial tools for encouraging the implementation of appropriate options;Provision of directions for further research in the biomass technologies, aimed at enhancement of the competitiveness of biomass fuel;Dissemination of the conclusions and recommendations to enforce the consensus and tangible actions regarding the biomass use expansion on the basis of competitive prices. Approach:Based on the recent studies and additional information, collected by the ACCENT partners, the current sources of heat, used in the residential sector and in SMEs will be reviewed. The opportunities for sustainable and competitive production of biomass fuels from forest and agricultural residues and wood processing waste in the WBC will be analysed. On the ground of the results, ensuing from the integrated analyses, research priorities will be defined and proposals will be elaborated to encourage the implementation of the identified best options. Extensive dissemination activities will be carried out to increase the awareness and to implement the proposals into the national and regional energy policies.
