Objective
THE FIRST PART OF THE RESEARCH DEALS WITH THE "ENERGY AND ENVIRONMENT" PROBLEMS. AFTER THE EXTENSION OF THE ENERGY SUPPLY MODEL EFOM 12C IN A GENERAL FORM, THE PRESENT CONTRACT FOCUSES ON THE APPLICATION OF THE MODEL FOR AN INVESTIGATION ON MULTINATIONAL LEVEL. TO PERFORM SUCH A STUDY A COLLABORATION HAS BEEN ESTABLISHED BETWEEN INSTITUTIONS IN 11EC COUNTRIES (IKE UNIVERSITY STUTTGART, IIP UNIVERSITY KARLRUHE, STE KFA JULICH, QMC UNIVERSITY LONDON, CER CAMBRIDGE, CORE UNIVERSITY LOUVAIN, ESC ECN PETTEN, ENEA ITALY, CITEPA FRANCE, RISO NATIONAL LABORATORY, CEEETA LISBOA, EDP LISBOA, ESADE BARCELONA, CRT DUBLIN). THE UPDATING OF THE DATA BASE FOR THE GREEK ENERGY SYSTEM AND THE MODEL RUNS FOR GREECE WILL BE CARRIED OUT BY NTUA ACCORDING TO GENERAL SPECIFICATIONS IN ORDER TO GET AN EUROPEAN PERSPECTIVE OF THE ENERGY-ENVIRONMENT PROBLEM.
THE SECOND PART IS RELATIVE TO THE ELABORATION OF THE SUPPLY SIDE OF THE MIDAS MODEL AND THE LINKAGE BETWEEN HERMES AND MIDAS. THE SUPPLY BLOCK SHOULD BE COMPLETED FOR UK, GERMANY AND ITALY AND THE LINKAGE BETWEEN THE TWO MODELS FOR ENERGY AND THE ECONOMY SHOULD BE TESTED FOR UK. IN ADDITION, THE VALIDATION OF THE WHOLE MIDAS (DEMAND, SUPPLY, PRICES) SHOULD BE ACHIEVED.
PART 1 OF THE CONTRACT.
DUE TO THE RAPID INCREASE IN FOREST DAMAGES IN MID-EUROPE, THE REDUCTION OF AIR POLLUTIONS FROM ENERGY PROCESSUS BECAME AN IMPORTANT POLITICAL OBJECTIVE. AIR POLLUTIONS ARE DISTRIBUTED OVER SEVERAL THOUSAND KM CROSSING SEVERAL BORDERS. ALL EUROPEAN COUNTRIES ARE BURDENED BY AIR POLLUTIONS FROM NEIGHBOURS AND THE REDUCTION OF ENVIRONMENTAL DAMAGES NEED INTERNATIONAL COOPERATION. THE ANALYSIS OF THE DIFFERENT ENERGY SYSTEMS AND THE POSSIBLE REDUCTION OF POLLUTION IS BASED ON A MATHEMATICAL MODEL. THE STUDY WILL HELP TO BETTER UNDERSTAND THE FOLLOWING PROBLEMS :
-THE FUTURE DEVELOPMENT OF AIR POLLUTION EMISSIONS.
-IMPACT OF FURTHER IMPROVEMENT OF ENERGY EFFICIENCY AND OF A POSSIBLE INCREASE OF THE MARKET SHARE FOR SOLID FUELS.
-EFFECT OF EMISSION REDUCTION MEASURES AND POLICIES.
-COST-OPTIMAL EMISSION REDUCTION STRATEGIES.
-WASTE MANAGEMENT FOR THE FOLLOW-UP PRODUCTS.
-CONTRIBUTION OF THE INTERREGIONAL MEASURES.
PART TWO OF THE CONTRACT.
THE INITIAL MIDAS PROJECT HAS BEEN CONCEIVED WITH INTEGRATED SUPPLY AND DEMAND BLOCKS, LINKED THROUGH A PRICES MODULE. THE DEMAND SIDE IS NOW ESTIMATED AND THE ADDITION OF THE SUPPLY BLOCK WILL CONSTITUTE A REAL PROGRESS FROM A SCIENTIFIC POINT OF VIEW. THE DEGREE OF PRECISION FOR THE ENERGY PROBLEM ANALYSIS WILL BE ALSO IMPROVED.
THE WHOLE MIDAS MODEL SHOULD BE LINKED WITH THE HERMES MODEL : THE COMBINATION OF THESE TWO MODELS WILL REPRESENT THE MOST POWERFULL SYSTEM FOR THE ENERGY-ECONOMY INTERFACE ASSESSMENT WHICH EXISTS IN EUROPE. A LOT OF RESEARCH WILL BE DERIVED FROM THIS SYSTEM, RELATIVE FOR EXAMPLE TO THE INTERNAL MARKET WHICH WOULD APPEAR IN THE FIELD OF ENERGY.
