The opinions adopted by the Economic and Social Committee at its 280th plenary session (meeting of 18 October 1990) have been published in the official journal. These concern, inter alia, proposals for Council Decisions concerning specific RTD programmes (1990-1994) in the fields of Biotechnology and non-nuclear energies. Opinions are also given on proposals for Council Decisions concerning cooperation agreements between the EEC and: The Republic of Iceland (on the SCIENCE programme plan to stimulate the interchange needed by European research scientists); Finland, Sweden, Norway, Austria and Switzerland (five agreements concerning SPES, the European Stimulation Plan for Economic Development); Sweden, Finland and Switzerland (three agreements on BCR, the programme for RTD in the field of applied metrology and chemical analysis). Further Opinions concern a draft notice from the Commission to Member States setting out guidelines on global grants for the LEADER (links between actions for the development of the rural economy) initiative, plus the proposal for a Council Decision establishing the European advisory committee on statistical information in the economic and social spheres (CEIES), and the proposal for a Council Regulation on Community action relating to nature conservation (ACNAT).
