Specific RTD programme in the field of non-nuclear energies, 1991-94
The amendment to the proposal for a Council Decision adopting a specific research and technological development programme in the field of non-nuclear energies (COM(91) 50), submitted on 8 March 1991, sets out detailed amendments to the proposal published in OJ No C 174 of 16.7.1990. The Recitals now include, inter alia, references to close coordination with THERMIE, training of researchers and encouragement of fundamental research. Articles make reference to an annual progress report plus rules for cooperation with third countries. Twenty-one specific textual amendments have been made to the Scientific and Technical Objectives. New paragraphs deal with R&D in hydrocarbons, the development of energy from biomass, and building design taking account of passive solar energy. Further amendments affect the indicative breakdown of expenditures and the rules for programme implementation.
