Objective
1. The objective is to implement in Portugal some relevant accounting frameworks, developed in the EC/US project on the external costs of fuel cycles, in addition to biomass and hydro, which are already covered (coal, gas).
2. A second objective is to start in Spain the implementation of the accounting frameworks developed in the EC/US project on the external costs of fuel cycles.
3. A third objective is to complete the accounting framework for hydroelectricity in Norway.
The deliverables will be the same as specified in the whole EC/US project. The format of the database and the software will be in conformity with the EC/US project, as indicated in the general guide to the project.
1.1 Implementation of the accounting framework in Portugal (selection of relevant fuel cycles, technology description of the selected fuel cycles);
1.2 Dissemination of results of the EC/US project on the external costs of fuel cycles (organisation of a workshop);
1.3 Integration of the private costs of the main technological options for CO2 emission reductions.
2.1 Selection of relevant fuel cycles for implementation of the accounting framework in Spain;
2.2 Technological description of the selected fuel cycle (fossil fuels, renewables);
2.3 Demonstration of the accounting framework for two fuel cycles, selected following the availability of tools and data (in principle coal and oil).
3. The selected hydropower project is an extension of an existing hydropower development in Sauda (Norway). Two stages of the hydrofuel cycle will be examined: electricity generation and transmission. External costs of construction, operation and dismantling of both stages will be analyzed.
