External cost of fuel cycle. National implementation for Spain, Portugal and hydropower

Exploitable results

Conventional assessments of the cost of energy generation ignore the social and environmental impacts of power generation. Consequently, a market has been created which is distorted in favour of fuel cycles and technologies which have significant negative aspects. This project is part of the ExternE work, which aims to address this distortion by quantifying these external costs by using existing information and available methods. ExternE is also working towards the definition of a common methodological framework for evaluating and addressing these externalities. This particular project aims to adapt this methodology and then apply it through the use of case studies, to generate an intial estimation of the environmental costs of coal-fired power generation in Portugal. The project has resulted in a full characterization of the site related case study, including a full description of the reference technology and the emissions and other burdens for each stage in the life of the power plant. It has also provided a general overview of the different impacts generated and has identified the priority impacts. It has also suggested methodologies for assessing these impacts.
