Cel This project will investigate the feasibility of Member States with small nuclear programmes (Recipient Member States, RMS) implementing long-term radioactive waste management solutions within their national borders, through collaboration with Member States with advanced disposal concepts (Donor Member States, DMS). The study will explore the viability of implementing technology transfer between the DMSs and those RMSs, which may not be able to develop their own solutions due to insufficient financial, technical or human resources, or those with a geology, which may dictate expensive engineering solutions.The study will analyse the basic steps of spent nuclear fuel and HLW management in both DMSs and RMSs to determine which components will benefit from such collaboration. The financial and human resources requirements for RMSs will be analysed and recommendations made on concepts capable of being implemented in those countries based on existing DMS concepts. These could include utilising encapsulation and conditioning services in the DMSs or provision of such within the RMSs or through a regional service. Collaboration models will be drawn up for various scenarios of co-operation covering the site-ability of facilities in RMSs, taking into account geological, socio-political, legal, and international co-operation aspects.The legal and commercial implications will be studied covering legislation on transboundary movement of waste; nuclear third party liability and intellectual property aspects. Potential methods of financing collaboration schemes through, for example, EU, EBRD, World Bank and G8 funding initiatives will be explored. Recommendations on the training requirements for the RMSs will also be made. Finally, the project will consider the feasibility of formulating a programme of activities and resource requirements for a demonstration project that could be enhanced by support from the EC for FP7 in the form of a Technology Platform.
