Cele programu ramowego Horyzont 2020 obejmowały wzmocnienie fundamentów technologicznych oraz naukowych Unii Europejskiej, zbudowanie Europejskiej Przestrzeni Badawczej opartej na swobodnym przepływie badaczy i wiedzy, a także rozwój Europy w kierunku społeczeństwa wiedzy i konkurencyjnej gospodarki.
