Empowering the Central and Eastern European Countries to Develop Circular Bioeconomy Strategies and Action Plans

CEE2ACT empowered ten countries including Bulgaria, Croatia, Czech Republic, Greece, Hungary, Poland, Romania, Serbia, Slovakia, and Slovenia to develop circular bioeconomy strategies and action plans. This was achieved through structured knowledge transfer and innovative governance models involving role model countries such as Austria, Germany, The Netherlands, Belgium, Spain, Finland, and Sweden. The project addressed region specific gaps through ten National Bioeconomy Hubs (NBHs) that applied a participatory, non political, bottom up approach to bridge public institutions, industry, SMEs, feedstock providers, academia, and civil society. This methodology tackled the shortcomings of conventional top down approaches, ensuring inclusive co creation and long term local ownership. Throughout its duration, the project addressed critical challenges such as the absence of unified policy frameworks, the need for cross border cooperation, and the management of biomass for climate neutrality. The project delivered baseline socio economic and environmental assessments, extensive stakeholder engagement frameworks, and digital governance solutions. These efforts culminated in ten National Bioeconomy Roadmaps, significantly boosting societal engagement in the regional transition towards a circular bioeconomy.
Over its forty month duration, CEE2ACT delivered a full suite of strategic policy frameworks through a structured technical trajectory. Technical work commenced with a baseline assessment of biomass potentials and waste valorization trends, utilizing multi actor multi criteria decision analysis to prioritize high potential bioeconomy options. This evidence base informed the co creation of ten National Bioeconomy Roadmaps. The project established and matured ten National Bioeconomy Hubs as permanent policy research industry interfaces, with governance formalized through Memoranda of Understanding (MoU) in the majority of target countries to ensure post project sustainability. A four month extension was utilized to ensure the high quality finalization of these strategic documents and the formalization of hub governance. Task 5.3 required scheduling adjustments for peer to peer workshops to ensure maximum participation, which ultimately led to successful events with high engagement.

The consortium launched four validated digital e solutions comprising an online inventory mapping 151 best practices, a regional readiness self assessment tool, a multilingual e learning platform in eleven languages, and a B2B matchmaking engine for circular value chain development. Scientific impact was solidified through five peer reviewed publications in international journals. All technical tools and deliverables are hosted on independent infrastructures, ensuring at least five years of accessibility and technological continuity.
CEE2ACT moved beyond the state of the art by replacing traditional top down policymaking with a localized bottom up governance model specifically engineered for Central and Eastern Europe. The project institutionalized the 5 Helix engagement model, integrating researchers, policymakers, industry, civil society, and small scale feedstock providers into strategic planning. This transition from generic strategy application to co creation established a replicable methodology for inclusive governance. The project potential impact lies in transforming regional biomass into high value circular value chains aligned with the European Green Deal. Ensuring long term success requires the formal adoption of these strategic roadmaps into government action plans, supported by political commitment and financing for identified flagship projects. Further uptake depends on simplifying regulatory frameworks for waste to resource pathways and the integration of hubs into the BIOEAST initiative. CEE2ACT delivered a permanent infrastructure including the ten Roadmaps, ten operational Hubs formalized via MoUs, and four digital e solutions. These results are supported by a standardized Knowledge Transfer framework and scientific publications providing a transparent methodological foundation.
